The Senior Configuration/Change Enablement Specialist provides leadership and subject matter expertise (SME) in developing, executing, and institutionalizing Configuration Management (CM) and Change Enablement strategies for DHA’s enterprise infrastructure. In addition to fulfilling standard configuration management functions, this senior-level position is responsible for shaping CM policy, directing audits, managing interdependencies between systems, and ensuring complete and accurate Configuration Item (CI) records. The role ensures alignment with best practices and compliance with DoD standards while supporting effective service operations and minimizing risk from unauthorized changes.



Key Responsibilities

  • Develop and institutionalize enterprise CM policies, processes, procedures, and plans in coordination with DHA leadership and stakeholders.
  • Lead the execution and oversight of CM audits across IOD systems and define corrective action strategies to address identified discrepancies.
  • Serve as the subject matter expert (SME) for Infrastructure CM, interfacing with related business functions such as asset management, cybersecurity, and knowledge management.
  • Identify, document, and manage infrastructure CI relationships and dependencies, ensuring accurate impact assessment and traceability throughout the IT lifecycle.
  • Track and maintain CI records in the ITSM Configuration Management Database (CMDB), including attributes, relationship mapping, and configuration baselines.
  • Analyze change request ticket data to generate performance metrics, risk assessments, and executive-level presentations that inform leadership decisions.
  • Conduct comprehensive reviews of CM foundational documents (e.g., CM Plans, CAB Charters, policy letters, SOPs) prior to submission to government CM team leads.
  • Facilitate the Change Advisory Board (CAB), including meeting coordination, agenda distribution, and post-meeting documentation.
  • Lead configuration audits and change assessments to ensure standardization, compliance, and quality of change records and technical artifacts.
  • Train and mentor junior CM staff and change coordinators in CMDB use, process adherence, and reporting practices.


Required Qualifications

  • Bachelor’s degree in Information Systems, Engineering, Business Administration, or related field. Equivalent experience may be considered in lieu of a degree.
  • Minimum 5–7 years of experience in Configuration Management and Change Enablement within an enterprise IT environment.
  • Demonstrated experience developing CM policies and conducting audits in accordance with DoD, ITIL, or ISO standards.
  • Expertise in ITSM/CMDB platforms such as ServiceNow or BMC Remedy.
  • Strong analytical, written, and verbal communication skills; capable of delivering technical content to diverse audiences.

  • Academic Education: Bachelor’s degree in information technology, Cybersecurity, or a related discipline.
  • OR Baseline: GLSC or CISSP
