Job Overview: A1FED is seeking a Senior Information Technology Project Manager to lead and oversee Enterprise Architecture (EA) services for a Federal Agency. This role will involve managing cross-functional teams, driving technology initiatives, and ensuring that the agency's enterprise architecture aligns with its mission and operational goals. The Senior IT Project Manager will ensure projects are delivered on time, within scope, and compliant with federal regulations, playing a key role in supporting IT modernization and optimization efforts. 

Key Responsibilities: 

  • Lead the planning, execution, and delivery of enterprise architecture projects, ensuring alignment with the Federal Agency’s strategic goals and IT modernization efforts. 

  • Work closely with senior leadership and stakeholders to define project scope, goals, and deliverables that align with enterprise priorities. 

  • Oversee the development and integration of EA frameworks, ensuring that they support the agency’s IT infrastructure, business processes, and security requirements. 

  • Manage cross-functional teams consisting of architects, developers, and business analysts to deliver projects related to IT infrastructure, cloud migrations, data governance, and application modernization. 

  • Ensure compliance with federal IT standards, such as FISMANIST, and OMB guidelines, in all EA-related projects. 

  • Track project progress using industry-standard project management methodologies, such as Agile or Waterfall, ensuring timely delivery and risk mitigation. 

  • Coordinate with Configuration Management, Risk Management, and Cybersecurity teams to ensure that enterprise architecture projects align with security and compliance requirements. 

  • Prepare project status reports, including financial and performance metrics, and present to senior leadership and stakeholders. 

  • Manage stakeholder expectations and facilitate communication across various departments, ensuring transparency and alignment throughout the project lifecycle. 

  • Implement change management strategies to ensure smooth adoption of new technologies and processes within the enterprise architecture framework. 

  • Maintain detailed documentation of project plans, processes, and performance metrics to ensure knowledge transfer and project continuity. 

Required Qualifications: 

  • Bachelor’s degree in Information Technology, Computer Science, or related field (or 8+ years of relevant experience). 

  • 5-8 years of experience in IT project management, with a focus on enterprise architecture or large-scale IT modernization projects. 

  • Proven experience managing projects that adhere to federal IT standards and regulations (e.g., NIST SP 800-53FISMA). 

  • Demonstrated ability to manage complex projects involving cloud migrations, application modernization, and infrastructure optimization. 

  • Proficiency in project management tools such as Microsoft ProjectJIRA, or equivalent. 

  • Strong understanding of enterprise architecture frameworks (e.g., TOGAFFEAF) and IT governance models. 

  • Excellent communication, leadership, and team management skills. 

Preferred Qualifications: 

  • Certifications such as PMPCertified ScrumMaster (CSM)TOGAF, or CISSP. 

  • Experience working with federal agencies or in a government contracting environment. 

  • Familiarity with cloud platforms such as AWS or Microsoft Azure and their role in enterprise architecture.
