Contracts Manager

Responsibilities:
  • Perform pre-award management and administration activities, ensuring Non-Disclosure Agreements
    (NDA’s), Teaming Agreements, and Subcontracts. Manage all phases of the pre-award process from determining contractual requirements of solicitations, tracking of amendments and communicating with contract officers
  • Cradle to grave contracts management of Cost Reimbursable, Fixed Price and T&M type contracts. 
  • Manage and maintain contract files
  • Manage and update System for Award Management (SAM.gov) and other contracting portals. 
  • Comply with reporting requirements such as SCA reporting, Veterans reporting, SBA reporting, etc.
  • Advise Program Management team of their rights and obligations under the contract terms. Provide guidance and oversight to help resolve operational and contractual issues that may arise during the performance of the contract
  • Draft, negotiate, and manage subcontracts
  • Issue contractual correspondence; attend meetings and briefings

Qualification Requirements 
  • Bachelor’s Degree
  • Certified Federal Contract Manager (CFCM)
  • Proven organizational and time management skills with the ability to multitask, work independently and proactively
  • Minimum 5 years of experience in government contract management or administration
  • Strong working knowledge of FAR and DFARS
  • Joint Venture, CTA, NDA, and Teaming Agreement management and negotiation expertise
  • Experience with SBA Mentor-Protégé Agreements
  • Previous experience working with contracting officers, contracting officer representatives, and contract specialists
  • Experience with Government contracting issues such as conflict of interest, request for equitable adjustment, funding realignment, and security in government contracting.
  • In-dept knowledge of procurement regulations, contract documents and legal specifications
  • Excellent communication skills – both written and verbal
